Report on Human Rights Violations by the Rapid Support Forces in the Kalmindo Locality, North Darfur State

Context and Details:
On August 15, 2024, at approximately 1:00 PM, a force of the Rapid Support Forces (RSF), consisting of around 20 military Land Cruiser vehicles, entered the village of “Abdu Al-Baida,” located in the Kalmindo Locality, east of North Darfur State, about 90 kilometers from El Fasher. According to eyewitness accounts, this force held a meeting with representatives of the local administration, claiming that they had lost between 70 to 90 camels that had been stolen from the “Khadan Jadid” area.
Subsequently, the RSF forces arrested 11 civilians from the Zaghawa tribe, accusing them of involvement in the theft. According to an interview conducted by the organization with one of the relatives of the detainees (F.S.K), it was reported that the detainees suffer from chronic illnesses such as diabetes and high blood pressure, and are all elderly. It was further revealed that the RSF demanded a ransom of 30 billion Sudanese pounds in exchange for their release. The families of the detainees affirm that the individuals were apprehended from their farms and have no connection to the alleged crime.
The detainees:
1. Jadu Moor Bakr, 60 years old, from Hilla Muro.
2. Adam Abdul Karim Juma, 50 years old, from Hilla Muro.
3. Abdulaziz Khater Kharif, 53 years old, from Hilla Muro.
4. Abdulaziz Jadu Suleiman, 51 years old, from Hilla Muro.
5. Suleiman Abkar Jasim, 52 years old, from Hilla Muro.
6. Fathi Abdul Karim Juma, 53 years old, from Hilla Muro.
7. Mohamed Bakhit Arbab, 54 years old, from Hilla Muro.
8. Abdullah Yaqoub Adam Badawi, 60 years old, from Hilla Muro.
Three of them were released at midnight on August 15, 2024:
1. Jadallah Hamid Fadl, 65 years old, from Hilla Muro.
2. Ali Jalba Koko, 75 years old, from Hilla Muro.
3. Mohamed Alam, 62 years old, from Hilla Muro.
On September 3, 2024, the remaining detainees were transferred to “Donkey Maalia.” Delegations from the local administration followed the developments closely. On September 15, 2024, a delegation from the local administration met with members of the Zaghawa tribe in the “Khadan Jadid” area, who vehemently denied the charges and refused to offer guarantees for the detainees’ release. They maintained that the detainees were apprehended while working on their farms and were innocent of the accusations.
Later, the detainees were transferred to the city of Al Daein in East Darfur State, where they were presented before an RSF advisor, who recommended their release. However, this request was rejected. The detainees were then transferred to Nyala and subsequently returned to southwest Al Daein, where they remain in custody.
Recommendations:
1. The organization calls for the immediate and unconditional release of all detainees.
2. The organization demands the protection of civilians in conflict-affected areas and urges the prevention of such violations from reoccurring.
The Darfur Victims Support Organization urges the international community and human rights organizations to intervene promptly to stop these grave violations and hold the perpetrators accountable under international humanitarian law.
