The city of El-Fashir, the capital of North Darfur State, is enduring one of the darkest chapters in its history due to the ongoing armed conflict between the Sudanese Armed Forces and the Rapid Support Forces (RSF). In the midst of this conflict, civilians bear the brunt of the violence, subjected to indiscriminate artillery shelling targeting residential neighborhoods and markets, resulting in numerous deaths and injuries. This report, issued by the Darfur Victims Support Organization, documents a series of attacks carried out by the RSF between September 21 and 25, 2024, and calls on the international community to take immediate action to protect civilians and hold the perpetrators accountable.

Shelling of Abu Shouk IDP Camp – September 25, 2024

At approximately 4:00 PM on September 25, 2024, the RSF launched artillery shells targeting Abu Shouk IDP camp in the city of El-Fashir. According to an eyewitness report provided to the Darfur Victims support Organization, the first shell landed in “Block 2” and the second in “Block 4”. The shelling resulted in the injury of Sajida Mohamed Musa (22 years old), who was struck in the back and is a resident of the camp.

Shelling of North Al-Ahliya Neighborhood and Makaraka Neighborhood – September 23, 2024

On September 23, 2024, at 3:00 PM, the RSF targeted North Al-Ahliya neighborhood and Makaraka neighborhood with drone strikes. An eyewitness reported that the attack resulted in the deaths of five civilians:

1. Mohamed Jamal Kabashi (14 years old)

2. Mohamed Aref

3. Adam Abdel Rahman Abdallah – Resident of Makaraka neighborhood

4. Mohamed Omar Wadgosh

5. Amjad Khidir – Resident of North Al-Ahliya

The attack also claimed the life of Adam Abdel Rahman Abdallah (46 years old), a lawyer, founder of the “Borderless Charity Initiative” and the “Borders Development Organization,” and a resident of Makaraka neighborhood.

Shelling of the Central Market in El-Fashir – September 21, 2024

At 10:00 AM on September 21, 2024, the central market in El-Fashir was subjected to artillery shelling by the RSF. According to an eyewitness report to the Darfur Victims Advocacy Organization, the shelling resulted in the deaths of six civilians:

1. Majid Ibrahim Ishaq

2. Abdel Rahman Abdel Wahab

3. Ahmed Saqata

4. Azzo El-Sayed

5. Coach Majid Ishaq

6. Mustafa Anjok

Another Attack on the Central Market – September 2024

The RSF launched another attack on the central market, with artillery shelling from the eastern side of the city, which is under RSF control. This attack resulted in the deaths of four civilians:

1. Issam Adam Mahmoud Masoud (36 years old)

2. Issam Hazin (33 years old)

3. Nour El-Din Ali (34 years old)

4. Asim Ibrahim Sabil (known as “Bolo”) (40 years old)

Urgent Recommendations and Demands

1. Arms Embargo on Both Parties to the Conflict:

The Darfur Victims  support Organization calls on the United Nations Security Council to implement a comprehensive arms embargo on both the RSF and the Sudanese Armed Forces to prevent the continued use of violence against civilians.

2. Deployment of International Peacekeeping Forces:

The organization urges the Security Council to deploy international peacekeeping forces to protect civilians in Darfur and to ensure the delivery of humanitarian aid to the affected areas.

3. Lifting the Siege on El-Fashir:

The organization demands that the RSF immediately lift the military siege on the city of El-Fashir, which is suffering from a severe shortage of essential supplies due to the blockade.

4. International Investigation into the Crimes Committed:

The organization calls on the International Criminal Court (ICC) to conduct a thorough investigation into the crimes committed against civilians in Darfur by the Sudanese Armed Forces, the RSF, armed movements, and the Islamic Movement. The organization urges the prosecution of those responsible to ensure accountability for these grave violations.
