Statement Welcoming the Extension of the Fact-Finding Mission’s Mandate and Condemning Attempts to Undermine It

Darfur Victims Support Organization welcomes the decision of the United Nations Human Rights Council to extend the mandate of the Independent International Fact-Finding Mission on Sudan for another year.
This extension allows the Mission to continue investigating the grave human rights violations committed since the outbreak of the conflict on 15 April 2023, in close cooperation with civil society organizations.
It represents a decisive step toward reinforcing accountability and ensuring that investigations are conducted with full transparency, independence, and integrity.

The Fact-Finding Mission was established pursuant to a resolution adopted by the Human Rights Council in October 2023, in response to the horrific and well-documented atrocities committed in Darfur and other regions of Sudan. In October 2024, the Council renewed the Mission’s mandate under Resolution 57/2.

During the 60th session of the Human Rights Council, held in Geneva from 8 September to 8 October 2025, the renewal was adopted following intense debates and divided political positions. While a majority of member states supported the decision, a few governments aligned with the de facto authorities in Port Sudan attempted to terminate or restrict the Mission’s mandate by lobbying and exerting pressure on Council members. However, the international community’s firm commitment to justice and accountability ultimately prevailed, and the resolution was passed by majority vote.

Darfur Victims Support Organization reaffirms its full readiness to cooperate with the Fact-Finding Mission by providing documented testimonies, field evidence, and verified reports concerning aerial bombardments, indiscriminate killings, forced displacement, and other grave violations. The organization stands prepared to facilitate the Mission’s work to ensure that justice is not only pursued but achieved.

The Organization calls upon the Human Rights Council, the Office of the High Commissioner for Human Rights (OHCHR), and member states to:
• Provide unequivocal and comprehensive support to the Mission’s mandate and ensure its unrestricted access to all affected areas for evidence collection;
• Guarantee that political considerations or bilateral interests are not used to limit the Mission’s independence or dilute its mandate;
• Use the Mission’s findings as a central reference for international accountability, including recommending the referral of serious cases to the International Criminal Court or other international judicial mechanisms where appropriate;
• Monitor the implementation of the Mission’s recommendations, ensure compliance by all parties, and maintain open channels of engagement with civil society and victims’ representatives.

The renewal of the Mission’s mandate is both justified and necessary, but it will remain insufficient unless translated into concrete action. Every delay in achieving justice deepens the suffering of victims and erodes their faith in the international community.

The organization urges the international community to transform this decision into tangible measures that end the cycle of impunity and restore hope to the victims and their families.
